I make an illustrator file. I insert it into the document. When I insert it,
it has jagged edges and doesn't look crisp. How can I change this. What is
the best picture format to use?

If the drawing is vector based, WMF and EMF are both good format choices
for inserting illustrations into PowerPoint. And because they are vector
formats
and not bitmap formats they are resolution indepent.
EMF is more powerfull them WMF (supports eg bezier paths, cropping etc)
