It appears Producer only creates very ugly web pages and is not useful for
creating video for playback in windows media player from a broadcast server.
You should discontinue this product and work on a real video editor.

Is there a product like producer for editing that creates actual streaming
video files in mpg or wmv or asf ?

Producer makes great post cards.

You can't broadcast a powerpoint presentation.

what's it good for ?

I don't think Producer is part of the old PPT Broadcast feature. But you've
gotten your wish -- it's not compatible with PPT 2007 (currently in beta).

If you want to create video files from PPT, you can look into capture
programs (Camtasia, Office FX, Presentersoft, etc.), or, depending on your
presentation, you can use video editing software (Premiere Pro, Windows
Movie Maker, etc.) to create video.
