I would like to create a circle of block arrows to represent a cycle. If
possible, I'd also like to put some text between each arrow to name each
point in the cycle. None of the canned arrows seem to do this without
extreme customization. I've seen a circle of arrows in Visio where you can
specify 3-5 arrows but I haven't been able to find anything like it for
Powerpoint.

If you have PPT 2003, you can use the cycle diagram. On the drawing toolbar
next to the WordArt button there is a button called insert diagram. Click on
it and choose the second thumbnail of the first row.
Is it that what you want.

If you have ppt 2003 you can get this from insert > diagram.
In XP it looks likes it available but it isnt. Its possible to adapt the non
arrow diagram but its fiddly
