I'm a teacher and am using PowerPoint for testing. Is there a way to
randomize the slide order in a presentation without manually changing the
slide positions?

This depends on exactly what you have in mind. If you are giving a quiz in
front of the class (you control the presentation), then you probably want
Tushar's add-in. If you are having the students control their own
presentations, then you probably want something like what is on my site.

When you open your presentation your slides are on the left side of the
screen. Just find the slide you want to move cliclk and hold and drag the
side to where you want it.
