I am having difficulty "locking" the size and position of a content holder.
I set a placeholder to be 3" x 4.47", .48" and 1.49" horiz and vert from the
top left corner.

I paste an Excel chart as a picture into the placeholder.  It appears to be
where I want it and the size I want it.  If I later delete that chart, the
placeholder's size changes to 5" x 4.47".

I've tried various combinations of locking aspect ratio and resizing, but
can't seem to hit the right combination.  any suggestions?

The chart placeholder gets its size from the body text placeholder on the slide
master.  If you want to adjust chart sizing/position and have PPT 2002 or
later, you might want to add a new master just for charts and adjust its body
text placeholder to suit you;  then use that master for charts and you'll be
rockin'.
