You can make images like that using several software products. MS has one
called Visio that does this type of image very quickly and easily.
Otherwise, you can also make similar images using PowerPoint's autoshapes
and a bit of creativity. There is nothing on the image you linked to that
can not be done in PowerPoint, although it will take a bit of time to set
up. Then, when you have everything the way you want, you can save out the
slide as an image file, or keep the shapes by grouping them and pasting the
group onto the slide you need them on.
