Our free PPTools StarterSet does this. http://www.pptools.com/starterset/
Strictly speaking, it converts all but the first letter of each word in selected
text to caps and reduces the size of the caps by an amount you can specify in an
INI file if you don't like the default value. Not true small caps, but about as
close as you'll get to 'em in PPT.
