I need to add a button that will launch a macro when the presentation
is in edit view not presentation view.  I'm trying to allow users to
easily load a custom toolbar without using an add-in or press Alt-F8.

It seems that CommandButtons or Shapes with Action applied are only
"active" in presentation mode.

Help is appreciated.

Unfortunately, you'll need to create an add-in and have the users load
this.
