I have a .gif animation that I want to use as my design template. Can I
somehow import it and have it as my background on every slide of my
presentation?
Go to view > master > slide master
Insert > Picture > from file
Run the show and see if it works!

To insert your gif image as a background, click Format > Background.
Click on the dropdown button and select Fill Effects.
Click on the Picture tab, click Select Picture.
Look for the .gif, and click Ok.
Click Apply to All. (This will apply the background to all slides).
Alternately, click View > Master > Slide Master.
Insert your .gif image through Insert > Picture > From File.
Send the image to back, then close master view.
