I think FLV need a streaming server, don't they? So you might try putting
them on a website and using LiveWeb (http://www.mvps.org/skp/) to run the
page.
Or give PFCPro a shot. http://www.pfcmedia.com It will do SWFs as well as
actual videos, but I'm not sure about FLVs.
