Try turning down your video hardware acceleration on the graphics card.
Often this sort of obsessive compulsive redrawing problem is fixed by a
simple adjustment to this setting.
Start => Control Panel => Display => Settings => Advanced => Trouble
Shooting => Hardware Acceleration. Try turning it down a notch or two.
Repeat this until the OCD behavior stops.
