Is there a way to add a full-screen image to a PP slide yet have the master
footer/page-no/header visible (ordered above the full-screen image)?

On that particular slide, insert your image as the background and everything
will be on top. steps to take are:
Format > Background > Fill Effects > Picture > Select Picture > OK > Apply
( Not apply to all) and your done.
