Is there a way to modify custom tool bars in 2007 that were made in

There are no toolbars in 2007, so no, afraid not.

VBA or other code that creates toolbars in earlier versions will run in 2007
and add a new chunk to the ribbon called "Add-ins" and the toolbar buttons will
appear there.

Code's the only way to do this, so far as I'm aware.
