Is it at  possible in Powerpoint to roll the text upwards on a slide in the
middle of a Presentation ie A long Report

Yes, but there are limits.

PowerPoint only renders out about 1 addition slide from the actual slide
borders.  So if you have a very long textbox with text that is several times
the height of the slide, the text will not be fully rendered.  There are a
couple of solutions to this, but the easiest is to use multiple overlapping
textboxes that animate in sequence.
