You can only do this in the later versions of PowerPoint. which version are
you using.

Click on Design, Background Styles, Format Background, Picture or Texture
fill, then under insert from file, navigate to the picture you wish to use
as your background.

You need to work with slide masters.
Go to View > Master Slide Master. Here you will be able to design a
background. Next, while in Master view, insert a title master - this slide
can have a different back ground.
If you need more options and you work with PPT 2002 or newer, you can insert
additional masters.
