I've inserted a picture in my slide and I want to lock it so it won't move
when I'm typing text on top of it.

Not sure why the picture would move when you are inserting text. Could you
explain it further?
If you do not want the picture to be moved, few ways i could think of are to
add it as a background, or add it onto the slide master (View > Master >
Slide Master).

One of the suggestions for setting up the PowerPoint program is to un-check
all the auto-layout options.  Often, these will lead to unwanted changes in
the slide's appearance as you are typing.

Do this before using PowerPoint seriously
