How to move data lables on a line - col 2 axis chart

I have a .ppt deck with charts and many of them have negative numbers.  The
labels are always on the X axis at $0 \ 0%.  I need to move them below the
graph.

Sounds as if you just need to change the scale on the Y axis. Double-click
it to open the Format Axis dialog, or right-click it or use the menu to
choose Format Axis.
