Is it possible to add a text box to a slide master such that whenever the
slide type is used, a text box will animate where the text can be changed for
that slide but the format of it and the animation of it cannot be changed.

if you apply any 'custom animations' to the 'placeholders' on the 'slide
master' (View > masters > slide master)

then each time you use those slide layouts in your presentation, they will
animate
