It sounds as though the file is corrupt or has the wrong file extension.
Can you see file extensions in Windows Explorer or when you rightclick the file
and choose Properties? By default, Windows turns this off, which complicates
things. Make sure the file has a .PPT or .PPTX extension.
And you left out a few answers:

If it's really a PDF file, changing the extension won't make it open in PPT.
That'd be like putting a "Vodka" label on a bottle of water and then wondering why it
seems to have no effect when you drink it. It's still water.
And a PDF with a PPT extension is still a PDF and won't open in PPT.
If that's the case, you need to download a free copy of Acrobat Reader (from
www.adobe.com) and install it. It will open PDFs.
