secondary axis in bar charts in powerpoint

I can't get a secondary axis when using bar charts in powerpoint, 2003 on a
windows xp machine.

I CAN get a secondary axis when using line charts, but not when using bar
charts. What do I need to look for to figure out why this isn't working.

You can't add a secondary axis to a 3D column or bar chart. Is that the
problem?
