Add-in Greyed out?

I've delivered my project, but for some reason they can't install it on the
laptops; the add-in feature is greyed out even though security has been
changed from "high" to "medium"

Any help would be greatly appreciated; my butt's on the line, here and I'm
not finding anything on Microsoft's web site.

Set the security to its lowest point.  See if that does it.

Nope, that was the first thing we tried; that didn't do it. It looks like
it's possible they didn't load VB for Applications on the laptops...guess
that would do it, huh?
