I am using PowerPoint to create product mock-ups.  Does PowerPoint have the
functionality to allow me to create a user tool kit so that I will not have
to continuosly copy and paste from an application.

What do you mean by a "user tool kit"? You mean like an image library?

If you mean to create a custom tool bar, than yes this is possible.

In 2003 and older, just right click on any unused part of the tool bars and
click customize.
If you are using 2007, this becomes a bit more difficult.

What version of PowerPoint are you using?
