hand drawn circle

I am trying to draw a red circle around a picture on one of my slides.  I
would like the hand drawn circle to be animated when the slide show is being
shown.  Is there any way that it is possible for me to have the red circle
automatically be drawn around the information in the slide show?

You can ...

1) Draw  a circle
       Use the circle drawing tool on the bottom tool bar (in PowerPoint
2003 and older)
2) Change the line color to Red
3) Change the fill style to None
4) Right click on it and select Custom Animation
5) Add effect
       Wheel
       On Click
       1 spoke
       Medium speed

to draw a circle on the slide:
