Does MS have a site to upgrade?  Where is it? I want to upgrade from 2003 PPT
to 2007 - where do I go?

Any reliable computer store will have the upgrade package.

Most of the big online and store-based software vendors should have an upgrade
version.

To buy through MS, start here:

http://office.microsoft.com/en-us/products/FX101211561033.aspx

If you're offered the chance to purchase installation media, TAKE IT.
If you're not offered the chance, frankly, I'd back out and buy elsewhere.

Buying Office w/o a CD to install it from is like betting on horse races.  Some
people win over time.  Most of us lose.
