Bar Graph with Percentages at Top

So, I've got a bar graph showing each fiscal year's spending and
revenue and at the top I want to show net cost as a percent of total
spending.  In other words, in a year where I spent $100 and brought in
$50 of revenue, the bars would look something like this:

| |  | |
| |  | |

I've got the bar graph made no problem, just need to get those %
values to show up.  Thanks in advance!

I think you'll have to put them in manually as textboxes.
