Importing HD video clip

Hi,
  Please forgive my ignorance, but I really don't understand the
whole "HD-video" thing.
  What I'd like to do is to "cut" out a couple of 20-30 second clips
out of a DVD that a friend made me and import them into PowerPOint (I
have 2003, but can get the 2007 30-day trial).
   Can anyone give me a hint on how I might do this and still keep
the video looking decent? The whole "HD codecs...project size" thing
just isn't sinking in with me.
  I've done work with Premiere and importing WMV files, but the
quality isn't there. Any help would be appreciated.
