Interesting.  I've never heard this term before.  Unfortunately, the page
with the definition is restricted, but I was able to get this piece: "In a
presentation, the Bumper slide signals a transition to a new section. Think
of the Bumper slide as the sorbet that is served between courses of a fine
..."  Is the phrase coined from this book only (I couldn't find the reference
anywhere else).  I've always called these Topic Slides myself.

That reminds me...

Rakeesh, PowerPoint 2007 actually has a Section Header layout to create
these type slides.  See:

If you don't have 2007, you'll need to apply your own formatting, but the
storyboarding of the presentation (flow of content) is more relevant than the
formatting.

I've also heard them called Label Slides.

A bumber slide, also called a Theme Graphic slide, is a generic slide that
is used between presenters. So when one presenter wraps up their talk, a
bumber slide is then onscreen until the next presenter is ready to start
with their slides.

Ah Ha!  So named because one presenter bumps another off the stage?  :-)

You oughta write that up in your blog...
