I am trying to make a photo album to display on my website.  When I publish
it through PowerPoint and try to view it a box pops up asking if I want to
save it or download.  How do I make the slideshow open?

You don't,  a web browser can't run a PowerPoint presentation.

You do have the option to publish your presentation as an htm/html file. which when uploaded and a  link provided will open up in full screen mode. Here is a place to start.
