You can insert it into your master by going to View > Master > SLide Master,
then selecting Insert > Picture > from File. Browse to your picture on you
computer to insert it. This way it will appear on every slide.
If you only want to insert it on the background of a single slide go to
Format > Background. In the drop down menu select Fill Effects then browse
to your picture.

What Sandy said. Also, take note that for the first method, you will need to
send the picture to the back (right click on the picture, select Order > Send
to Back) so that the textboxes won't be hidden.
