PPT2003 says voice narration takes precedence over other sounds. I loaded
slides, then music, then narration. The music overrides the narration in
louder music passages. What have I missed?

I don't believe that is the problem. I have done it many time having linked background music, and embedded narrations. The online tutorial here http://www.oldfco.ca/tutorial/pptohtml.html is done that way. I believe the loud music is just overpowering the narrations. Suggest a quieter background selection.
