I downloaded PP but everytime it is displayed it will not allow me to type
anything in the "click to add notes" section.  At the very top it says power
point [read -only] how do I turn the [read-only] option off.

That'll depend on how it got turned on.

Open it in PPT, choose File, Save As, give the file a new name (important!) and
save it.

Does the [Read-only] thingie go away?  If so, we're done.  Go back to work. ;-)

Ah.  You're still here, huh?   Didn't work?

Did you get any messages when you opened the presentation originally?

How long ago did you download PPT?  The downloadable version is a trial-only
deal; it's good for a certain number of uses or a certain period of time
(depending on which version, the phase of the moon, my birth sign ...)

Once that runs out, you can open and view presentations but not edit/save them.
