I have a large slide deck with a number of sub categories. I woudl like to
add a footer to the slides which auto-populates based upon information in the
the title used section titles of each major section.  This is easy to do in
word, using fields, is it possible to do in PowerPoint (ver 2003 or 2007)?

It would be straighforward solution to code to handle this requirement.
A non-coding approach would be to assign a distinct or copies of the same
design to each major section and then update the master footer with the
required text.
