Phil,
Can your neighbour do the following:
Save the .pps file from their email software/program/
Start the powerpoint viewer
Instruct the viewer to open the file from where it was saved.
view the presentation
What happens?

I have the same problem on 2 computers... Its strange because up until
recently, any pps file I received in an email would open simply by double
clicking on it , now it tells me that I have to create a file association
for them.
When I go to create the association I can clearly see it is already there.
Any ideas?
