The best would be Visio, but that is not included in all versions of Office.

Is it in any versions of Office (despite it being part of the "Office System"
or whatever it's called)?

PowerPoint has decent drawing tools and a grid you could use to help you lay
out a floor plan.
It'd be interesting to play with Excel too. Set columns and rows to
height/widths that give you square cells (might take some playing as they use
two different measurement systems).
