Apparently, a picture placeholder can be placed in the Master Slide template
with PowerPoint 2007 when it was not available in earlier versions. Could
anyone tell me how to do this? Thanks.

What you trying to do? Its possible to insert placeholders in PPT2007 and
earlier versions were not having a support for this. But can you please
elaborate so that we can get what you trying to do

Lucy gave you a link to my page with quick instructions for adding
placeholders in PPT 2007. Hopefully that will get you going.
About the Picture Placeholder specifically...when you insert a picture into
a picture placeholder, it will be cropped automatically to fit the
proportion of the placeholder. If you don't want the pictures to be cropped
in this manner, use a Content Placeholder instead. It gives you the 6 little
icons to click to choose your content: table, chart, SmartArt, picture,
clipart, media (video).
