Can I use motion paths to move shapes/ pictures to the back as in a layered
shuffle

Hi,

No, and yes. That I, you need to fake it. Add a path to your object that is
on top to half way to its' destination. Do a swap in the same place with an
identical image that is in a back layer, and continue the path with the new
animation.

Shyam's Motion Path tools will help with the alignment here -- the endpoint
of the first motion path to the start point of the next object.
