I am using PPT to design some stuff for Adobe Captivate and I would really
like to be able to put text in a text box with an attached slider, so the
user can scroll up and down an read the text. Is there an add in or something
that will accomplish this?

Try adding a control text box
See:

Pay particular attention to the scroll bar settings shown with orange arrows
and set it to scroll bars vertical.
