If the moving backgrounds are through animated GIF files, then you can have
normal PowerPoint shapes and text over it. If the moving background are
movie files (like wmv, mpeg, etc.), the VBA TextBox control can be over it
but then it is not transparent and has a solid background color. An
alternative in this case is to run movies standalone and run transparent
slide show over it. This solution is explained using two presentations - one

If you need movie to be at back side, either you can make a video using
windows movie maker with the text over. Another option might be to use video
background.
