Is there a way to save a PPS (other than recording the PPS) so that no one
can change it to a PPT and alter the presentation?

You can give a password when saving the PPS. It will still be possible to
change it into PPT but if one wants to save the changes one has to type in
your password.
You find the password in the dialog "Save as" under "Tools / Security
Options / Password to modify"

Save as .pps is not work.You can save ppt as images,like .jpeg/.gif etc.Or
add a password on your ppt files(powerpoint 2003):tool(menu
bar)|option|security,then put your password in the textbox.
Or you can convert ppt files to video(.avi/mpeg)|cd|dvd,see this tutorial if
