saving picture to template

I have placed a .jpeg on a slide and saved it as a .pot.  Yet when I try to
apply this slide as a design template, I only get white slides.  What do I
need to do to the picture and/or slide to make it default as the design
template.  I am using Office 2000?

Instead of inserting it as a picture, set it as a background instead.
To do so, click Format > Background.
Click on the dropdown and select Fill effects.
Click on Picture tab, then Select Picture.
Look for the picture you want to insert. Ok your way out.
Click Apply to All.
Now, save it as a .pot.
