When I open a powerpoint presentation, it looks like its skipping or
flashing. Sometimes minimizing the window helps, but sometimes it can take up
to five minutes for the flashing to stop and then as soon as I click on
something on the slide, it starts up again. What IS that?

Often setting graphics accelleration back will fix this . NB some cards don't
allow this.
Right click desktop>properties>settings>advanced.troubleshoot and move the
slider left
If it helps you might also want to check for driver updates.

If it was me I'd update the 'graphics card drivers' - as that will normally
do the trick.... as will this
