Publisher would be ideal to do that with its free form text frames.

I would suggest you find a second hand copy of Publisher 97 or wait till
Publisher 2003 is available.  Publisher 2003 should be released around early
September so the rumour mill says.  The version Publisher 98 was a mega dog
of a product, Publisher 2000 only just better than Pub98, and Publisher 2002
was the start to get Publisher back on the rails, but not worth buying.
Publisher 2003 should - take note should be great if the awaited add-in to
set defaults proves to be good.  I am hoping to have this add-in in the next
day or two and then will give my final view on Pub2003.
