Publisher Ad - text becomes shaky in email transmission

When I produce a small ad in Publisher, it looks and prints fine.  However,
when I send it as an email message to a local paper for publication, the
print becomes "shaky" looking during the transmission and prints shaky as
well.  The newspaper did not have Publisher software, so I couldn't send the
file as an attachment.  The newspaper was nice enough to re-type the whole
thing for me.  Why is this happening?  Does it have anything to do with the
font being so small (box ad is 2.5" x 2.5").  Is there anyway that this
problem can be fixed?

Hey Austin -

Send me that file. Let me see if it becomes "shaky". Maybe we can figure
this out. If not, I know we can work around it.
