Use Publisher for training manual

My company currently uses Word and PowerPoint for our training classes.  Each
class manual is custom done, with information on the company, and individuals
in the class.  This includes photos and text edits.  I need a quicker way to
input the changes and product the manuals.  For the most part the location of
the edits is standard.  Ther are about 10 chapters -- 250 pages or so in
total.

Any suggestions on a solution to produce a "mass customization manual"
