We have created a logo using Microsoft Publisher 2003. But when we enlarge or
shrink  the logo, the lines surround the font created in Wordart and general
lines and objects (line/border style), seem to not scale to size like the
rest of the logo does. If we create the logo with a 2pt line surrounding the
logo, it looks good if the logo is big, but when we re-scale the logo to make
it look small, the lines stay at 2pt. Making the line border look stronger
and thicker than the rest of the re-scaled logo. Could someone please help!

Copy, paste special as a .wmf. You can ungroup the pasted object.  If the lines
are still large when you shrink the logo, change the weight.

Thanks Mary for your prompt response. It worked only when I saved it is a
Paste Special Enhanced Metafile. But why when I convert it to PDF (Using
Adobe Acrobat) does it convert so Pixelated.

Further information: When I enter the Enhanced metafile. If I do "Save as
picture" it shows "original image resolution 96DPI", not giving me the option
of 300 DPI. It does not let me change this. I find this strange because I
created the whole thing in Publisher.

Acrobat has so many settings for resolution.
When you copy, paste special, did you have the option for .wmf? Are you copying
just the WordArt? You should be able to paste as .wmf. Ungroup, delete the
transparent background and regroup, can you save as a higher resolution now?
