How do you lay out text in an 8 1/2 x 11 foldout pamphlet?

how do I layout a tri-fold, front and back, pamphlet?  ie.  how do I organize
the 6 panels in order of significance?  The cover is a given, but when the
pamphlet is opened, should the next most important panel be located in the
left-most panel, or on some other panel?

That's not an issue that is normally covered here. I would suggest you
search the web or ask some friends/coworkers.

I don't think he's asking about the order of the panels but how to arrange
his data.

Yes, that's what I adressed. 1-6 in order of significance in the layout.
