How to merge excel address list into my publisher newsletter?

Rather than put address labels on all of my newsletters I want to merge them
from excel directly onto the newsletter. My excel list has 200 addresses in
it. I've got it to merge into my 8 page publisher newsletter but when I print
it, it wants to print one giant newsletter instead of 200 newsletters, each
with a separate mailing address. What a I doing wrong? Thanks!

Help here, it is for 2003 but it is more complete than the 2007 help.

What version Publisher? There is a registry fix for large merges if you are
using 2003 and below.
