Large Publication - what program is best to use?

I am in the process of organizing a 5-year review for our Department which has 18 Divisions. The Department is in a Medical teaching hospital. We will be receiving reports from each of the Divisions and we'll also be using photographs, graphics, import excel worksheets and the report will be in columnar format. It will be over 300 pages long when all is said and done.

Can anyone advise me on what program would be best to use, Publisher or Word?

I would do the text editing in Word, then import it into Publisher. I've found
the latter to be much better for positioning graphics and photographs.
