I am trying to create ticets (three per page) for a raffle and cannot get
them to number themselves except per page.  Even as a mail merge the numbers
are all the same on the first page.

Are you *sure* the numbers are the same or did you just do a print preview?
It's a known "feature" that Print Preview will only show one item from a
mail merge, not all of them.

I can see that the three tickets are all coded to 101, page two all three
tickets are coded to 102 and do forth.  Even printing a test page isn't
helping.

Then you haven't done a proper mail merge. (Sorry) Try checking out

Weird as it sounds, you want to use "Catalog Merge" rather than a mail merge.
I used this to produce name tags with different names on each tag and about 8
tags per page. You size the merge template and it will tell you how many per
page you are getting.
