How to I move an object/picture forward or backwards?

Hello! I am working with MS Publisher 2003. I have a text box with text, and
a picture behind it. I do not want the text to wrap around the picture, I
want the picture to be brought forward. Is this possible?

Select the picture, bring to the front, while the image is selected, click the dog
(wrap) icon on the toolbar, click "none." The picture will hide your text, is this
what you want?
